Subversion on z/OS

I am trying to install Subversion on z/OS 1.7 using the recipe written
Timo Lilja in Nov. 2006, But I cannot get the files unpacked on z/OS.
No matter how I FTP (binary/ascii) the install files to HFS I always get
message: FSUM6636 not in compressed format
from command: zcat subversion-1.4.5.tar.gz | pax ........
Can someone please provide a detailed description on how to get
the install files safely transferred to HFS and unpacked there?
