Just install Subversion's commandline client. TSVN is just a client which uses
the client libraries, it is not a wrapper around the commandline client. The
same goes for the Python client libs, I think.

IMHO it should not try to wrap the commandline client but rather use the SVN
client API, but if it does you will have to install the commandline tools.
