Update to my original post below: It seems that the affected user can
commit if there are only modifications, but cannot commit if any new
files need adding.

We are anxious to solve this problem but so far nobody really seems know
what's causing it or how to fix it.

Even doing an dump/load on the repo doesn't seem to have made any
difference and he also can't commit new files even if he logs in as me
(even though I can commit new files fine!).

What could be causing this?
