It might be. Is that the client or the server? What is the other?
Other things that might be of use:

What version of Subversion on the client and server?
What repository access method? http, https, svn, svn+ssh, file?
Can you test this on a fresh working copy?
Can you test this on a brand new repository?
Can you show us a reproduction recipe that demonstrates the problem?
