SvnBook says svnverse is somewhat faster than Apache + mod_dav_svn.
If possible, probably give it a try on mirror repository.

My recent synsync experience:
Primary repository: apache, rev 400+, bdb, repository directory size is
around 2GB.
Mirror repository: svnserve, fsfs, final repository directory size is around
600+MB
Local network, no more than one and half hours...
