No actually it puts the files 25mins in the future.

I checked the clock of the svn server
and the client that I working on (which are
in sync) and then I do a stat on the file.

The checked out file is 25mins in the future!

you mean when you check out code, the files are timestamped to the
current
wall clock time right? That's normal, subversion doesn't modify the
mtimes of your files, although people have requested that as a feature
before I believe.
