subversion repo goes back in time!

There is something odd in the subversion repo:

$ svn log -r23604 http://svn.collab.net/repos/svn
------------------------------------------------------------------------
r23604 | malcolm | 2007-03-07 14:28:36 -0500 (Wed, 07 Mar 2007) | 2 lines

* STATUS: Nominate r23594 (including dlr's vote from IRC).

In fact -r23605:23727, all look like they were transplanted from some
former time and place?!@#$.

This can't be right, can it?
