Huh? To me that was always clear:
- Create new repository.
- Load last backup into repository.
- Dump the revisions since the backup incrementally.
- Load the incremental revisions into new repository.
- Copy over configuration from old repository.

Just in case there is any confusion about the point: _Subversion is NOT a
replacement for backups_! If you don't do backups, you better start doing so
now, Subversion can't do it for you.
