Have you tried talking to your admin about allowing a script that would
append to the log, but not modify the previous entries. The new entry
could be date/time stamped with the user id of the person adding the
log?

Well, there are times where one wants to differentiate two revision
number, even though the content has not changed.

And also because there are times where one wants to commit to have the
occasion to add a new revision comment.

I wouldn't expect svn to do that always though, only when the user
explicitly requires it by adding a flag, like it's possible to do in
CVS.
[ From time to time I'm surprised to see that SVN is sometimes less
efficient than CVS in some specific occasions. (I've other concerns, but
they'll better fit in another post) ].
