I usually don't install GUI tools on my server, unless there's no
other option (IOW, I don't run TSVN on my SVN servers, even though
they are Windows).

However, my desktop (WinXP) also hosts Apache2 for local SVN testing,
and I have TSVN installed, and have had no troubles.

IIRC, you're using Apache 2.2. Is it possible that a
Subversion/Win/Apache 2.2 DLL or other file overwrote one used by
TSVN, or vice versa?
