Hi Res:

Built-in help shows this:

        # svndumpfilter help
        general usage: svndumpfilter SUBCOMMAND [ARGS & OPTIONS ...]
        Type 'svndumpfilter help <subcommand>' for help on a specific
subcommand.
        Type 'svndumpfilter --version' to see the program version number.

        Available subcommands:
           exclude
           include
           help (?, h)

The "general usage" example doesn't show multiple subcommands, and your
experience concurs.
I wasn't able to do it when I worked with it. I don't think you can do it.
