FsFs and BDB are different subsystems with which Subversion represents
the repositories on disk.

Whereas, file:/// or svnserve or apache are related to
protocols/mechanisms for how you access your repository.

The file:/// is a server-less local access method.
Svnserve and apache provide a server/protocol interface to access things.
