Subversion administration through web service.

Hi,
 
I have been working with subversion for some time, and I have come to
install SVN servers for my organisation.
The problem I encountered is how to administrate a server, and how do I
match exisiting accounts on the Active Directory of the company.
 
So here the point.
 
I have realised a multilingual (french and english) web service for
subversion repositories administration, over apache on a linux machine.
This interface is helpful to create new repositories, manage groups and
users rights over the repository trees.
 
The SVN service I run is also linked to the Active Directory, so that
developpers accounts are automatically managed.
 
Now that I have done and documented all this work, I want to share it with
the open source community.
 
How can I do that?
How should I licence my sources?
Is there any institution to contact for that?
 
I know that I may not be in the right mail list to ask about that, but
please, drive me to some person who could help me release my job properly.
