svn: REPORT request failed

I try to run a change log report against our SVN repository using the
following command:

svn --non-interactive log -v \
-r "{2007-02-01 02:44:26 +0000}:{2007-03-04 02:44:26 +0000}" \
http://ksdev1:8888/repos/sapxi/xi-mappings/trunk/xi-core

This doesn't work. I get the following error:

[ERROR] The svn command failed.
[ERROR] Command output:
[ERROR] svn: REPORT request failed on '/repos/sapxi/!svn/vcc/default'
svn: REPORT of '/repos/sapxi/!svn/vcc/default': 400 Bad Request
(http://ksdev1:8888)

Does anyone know how to fix this problem?
