I've attached the Perl script (and a sample pre-commit to invoke the
script).
This script can do the following:
* Prevent modifications to anything with /tags/ in its path (or
restrict to one user)
* Enforce a minimum log message length

Since you're familiar with Perl, you should be able to modify the
script to examine the content of the log message as well as or instead
of the length.
