Pre-Commit hook - win2003 with svnserve

Hi,

I'm using subversion since last year, but I only use it for local acess. Now
I need to put the svnserve running at a machine with win2003 server. This
machine already have svn installed and I think i won't have problems with
the svnserver and service configuration. Here is my problem:

1) I need a hook what check if the file have the property
"svn:needs-lock" or something what add this property after I add the file. I
found one at maillist but I couldnt make it work.

2) I need a hook what check if the file is locked when its commited. If not
locked the commit will fail. I found this too here, but again i still can't
make It work here.

I'm using java and i have few, really few knowlegde in perl I need put it
working yestarday and i dont have enough time to study.
Btw if someone have a hook what works on windows, like copy it and works
(ofcourse need change the paths) to only accept the locked files what works
on windows, I wll thanks, because this is the most important hook what i
need.

PS: sorry for english problems, im studing it atm.
