Alright, for general purpose use I fully agree with you and it is OK
with me, too, that for speed SVN - or any other program - by
default assumes that modified means modified. However, I would
wish for version control allowing to be smarter if necessary &
wanted. Think about it: it takes so many efforts to preserve stuff,
but with this rather simple issue it kind of fails.

To take up the other poster's idea about moving about WC to other
machines and back again: more simply and probably more relevant
might be taking home a couple of files for after hours work w/o
downloading a WC at home (e.g. no repository access) and
copying them back into one's WC at work the other day. It is
chances that the home machine's clock being wrong just to the
point the actually modified file gets the very same mod timestamp
it had when being taken home, but chances happen. A changed
filesize does not matter at all, just checked this.
