When I'm forced to use CVS, I keep a local Subversion repository and version
control my entire CVS working copy (CVS directory and all). I do all "real"
work with Subversion, and then when appropriate, do commits into CVS.

Also, SVK can work with CVS repositories, although I have never tried that.
