Identified problem in Subversion ACLs - temporary solution

Many users have the same problem using the subversion ACLs:
       svn: Not authorized to open root of edit operation
Finding in the apache log
       A failure occurred while driving the update report editor [500,
#220000]

We upgraded 1.3 to 1.4 and ended up with the same problem. Many of you
suggested either a LimitExcept GET or an anonymous read access using
'[/] * = r', both being a workaround giving the world access to our
data. We rolled back but ended up still with the problem.

Our case was that upgrading to 1.4 required an upgrade from apr-0.9.4
(-24.5.c4.2) to apr-0.9.12 (-1). Reverting to the old package solved
the problem. Upgrading again showed the problem again. I haven't tried
the new apr releases, since no rpms are available yet. 0.9.13 may fix
the problem. 1.x versions require httpd 2.2.

I leave it up to the developers to pinpoint the exact solution.
