Hmmm, I'd be pretty surprised if the dumpfile didn't include locks, I guess
that the locks you are referring to are lockfiles required by the BDB or FSFS
backends and not the locks set by 'svn lock'.
FYI, there are other things, too, that are backed up by a hotcopy but not by a
dumpfile, e.g. the backend type (BDB/FSFS) or the svnserve settings.
