True, but as long as the view exists I can query checkouts.
Another way, when using SVN one needs to e-mail/call their peers to find out if they have anything checked out.

"cleartool rmview -all -uuid <view_uuid>" will remove the checkout informations from the VOBs (Repositories)
and you'll have also to remove the view information from the registry and stop the view process to get a clean status.
