There were already (at least) two methods for backup before svnsync
(svnadmin dump and svnadmin hotcopy). For comparison, does a SQL server
having replication capability mean that you must have another SQL server
to do a backup? No. svnsync and svnadmin dump, hotcopy serve different
purposes and do different things.
