You would use svndumpfilter to include only the tags directory. Please
note that if you have things that were copied into the tags directory,
you will hit problems, and will need the source directories as well. If
this is the case you will probably need to include the tags and trunk
(and you can always delete the trunk later). Remember that if you
haven't made any changes to your tags, all they are are lazy copies
(links) to the trunk.
