windows domain authentication gotcha

I lost some time over this problem, so I am mailing in the hope that
this will save some time for others.

I have setup a subversion server with the apache module. I tried
to make use of our domain controller for authentication, as described
at http://tortoisesvn.net/docs/release/TortoiseSVN_en/ch03.html#tsvn-serversetup-apache-5.

Note that this will not work if the server is not part of the domain,
even if the domain controller is explicitly specified in "httpd.conf"!
This will result in login failures, except for any accounts local to
the server machine.

My test machine was configured to be in "workgroup" mode instead,
so I got bitten by this little gotcha.
