I've had this happen on Windows 2000 servers that weren't running
Apache/Subversion. I'm not convinced that this problem is due to this
software.

Did this ever happen before installing Apache/Subversion? Did it
start happening immediately after installing them? Does there seem to
be any pattern to the hangs (amount of time before hanging, # of
checkins, # of users, etc.)?

Is the hardware healthy and staying cool?

If it turns up positive, I'd be shocked (and scared for you). It's
also possible that the server is getting DoSed from within your
network, however.

Depends on whether they indicate any oddities before the server starts
flaking out.
