...is not a working copy directory

My repo seems okay, as is a checkout local to the repo.
But for a remote checkout (file auth, svn+ssh) I'm getting

 % svn cleanup www/vhost/domain.com/htdoc/
svn: 'www/vhost/domain.com/htdoc/archive/_notes' is not a working copy directory

even after removing
<entry
   name="_notes"
   kind="dir"/>
from www/vhost/domain.com/htdoc/.svn/entries
I still get the error...

 % svn unlock www/vhost/domain.com/htdoc/archive
svn: Working copy '/Users/geo/sub-metrg/www/vhost/domain.com/htdoc' locked
svn: run 'svn cleanup' to remove locks (type 'svn help cleanup' for details)

and I've restored that .svn/entries entry and tried many other
repairs, always get one of the two errors above; ....so, what's
next to get a clean checkout on the remote? I could blow away the
checkout, but would like to avoid a new checkout because it is
big.
