Right,
Firstly, I upgraded to 1.3.1 (I'm not sure why I grabbed the older version 1.1.4). Then, I re-ran the install and got the same "garbled" message with apache 2.2.2. Since this machine was initially using Apache from RPMs I may have had a conflict with the apxs. Never mind that now since I scrubbed all the apache binaries, apr, and apxs. Downloaded Apache 2.0.58, recomplied apache and subversion and all works fine now.
Sorry for the bother and thanks for pointing out my version snafoo.
