Hopefully the bugs will be fixed in the source and backported to the
1.4.0 branch before it's released, but I can't give any guarantees.

As far as binaries go, they are built and put up by volunteers and no
one has shown any interest in making Subversion binaries for Apache
2.2.x on Win32 as far as I am aware, so you will probably have to
build those manually -- its not hard, but not trivial either.
