firefox download problem

I see the message below when trying to download the latest win32 exe

http://www.tigris.org/files/documents/15/31465/svn-1.3.1-setup.exe

The page isn't redirecting properly

Firefox has detected that the server is redirecting the request for this
address in a way that will never complete.
     * This problem can sometimes be caused by disabling or refusing
to accept cookies.

I'm not sure why a download link should need to set a cookie or indeed
why any web page should fail when cookies are disabled. I can download
this using IE 6 so it seems as though tigris prefers that.
