Once again, TortoiseProc.exe is part of the TortoiseSVN project,
which has its own mailing list where you should ask this question.

Should you wish to use the Subversion command-line client, its usage
is documented in many places including the Subversion book at
svnbook.org or by typing, I believe, "svn help".
