I think you'll find that to use ssh in TortoiseSVN you'll have to modify
it in TortoiseSVN, rather than the Subversion config file, details:
http://tortoisesvn.sourceforge.net/docs/release/TortoiseSVN_en/ch05s25.html#tsvn-DUG-settings-network

What you have configured should work fine if you just use the svn client.
