I'm the Spanish translator of TortoiseSVN, so I can help here.

Right. That was the question and the answer is perfect.

What Guillermo wants to download is the Spanish pack for TortoiseSVN.
And that installer exits because TortoiseSVN is not installed.

Gullermo: Ve a la pagina <http://tinyurl.com/7q4nx> y descarga
<TortoiseSVN-> e instalalo. Luego, ve a
<http://tinyurl.com/cxuns> y descarga <LanguagePack_1.3.3_es.exe> e
instalalo. Luego, reinicia la maquina. Si tienes algun problema puedes
escribirme a mi correo. Esta lista es sobre subversion (no sobre
TortoiseSVN) y tanto en esta como en la de TortoiseSVN el idioma que
se utiliza es el ingles.

translation of the paragraph above:
