Backing up/restoring locks

Hello,

It seems that locks (i.e. those created with "svn lock") aren't back'ed up
when performing a "svnadmin dump".

How are locks best backed up and restored? (I'm using fsfs, if it matters.)

When restoring: Does it matter, if the repository's path is changed at the
server where the backup is restored? (It seems that normally, it's OK to
change the path of a repository, although Apache's configuration, etc.,
must be adjusted accordingly, of course. But I fear that locks might not
continue to work if the repository is moved.)
