CVS and SVN are two completely different programs, so they can live on the
same system without interrupting each other. But as far as I know you can't
store the same sources in both systems and expect them to be synchronous
without significant amounts of trickery and magic.

Try to convert the others to SVN, tell them it is the official successor of
CVS.
