For the average user, using the Cygwin packages is a route to pain. If
you ever plan on using any other client, such as TortoiseSVN, it's a
guaranteed headache.

The Cygwin packages are useful for some, in some situations, but I
recommend them only to those who know what they're doing, and have a
specific reason for using them. Others should use the native Win32
packages of Apache and Subversion, they're VERY good.
