You have to have

1. PoEdit (native Win32 app)
2. Any *.po file for existing locales (on language which you can read),
because separate en_(GB|US).po files missing and english language
embedded (?) into sources
Get it from http://svn.collab.net/viewvc/svn/tags/1.3.1/subversion/po/
or from appropriate HEAD tree - http://svn.collab.net/viewvc/svn/trunk/subversion/po/
(fresh locales are better choice)

Install PoEdit, open .po file, translate strings, edit metadata, save
and compile, sent ru_ru.* file to (hmmm... somebody with write access to
repo???)

OFFTOPIC: Anybody will add good Reply-To header into list config?! It's
nightmare every time remember and change recipient's email to list
email!
