svn-win32-1.3.0: ru_RU locale is missing :(

ru_RU locale is missing in the win32 binary distribution. Where can I
get it?
If nobody has already built it, I'm ready to contribute this locale, but
I need help. To tell the truth I don't know enough about the "locales"
and how to produce them.
I'll be glad if somebody will point me to the right resource, where I
can learn about locales and tools which I should use under Win9x or
under Win9x/Cygwin to make my own locales for open_source programs.
