Define "limited budget". For a couple of thousand dollars you can use
Alienbrain (http://www.alienbrain.com), which apparently is better
suited for large binary files (e.g. image files) than SVN. But maybe
that's too expensive? And I don't know what that product handles very,
very large repositories.
