I think you are wrong, you will get file1@5, at least that is what $Revision:$
keyword will tell you.

Right, that is missing, and labels would make it easy.

AFAIU, repo can not be in a "mixed-revision" state. I records sequential
revisions, one after another. Only WC can be constructed to be in a
"mixed-revision", that is to contain objects at different revisions.
