Your scenario, without hook scripts, is good if you work alone or in a small
team of people who are well aware not only about SCM in general, but also
about the 'tag/' peculiarity of Subversion in particular.

In my setting, I want to cooperate with many people who are not experts in SCM
and who do not care a damn about Subversion.

If I will need to teach them "oh, please, do not check out repo root, do not
commit to tags, do not do this, do not do that", they will simple send me,
Subversion and all the rest to Hell and will continue sending me e-mails with
outdated and conflicting files. A system must be clear and simple to be
adopted :(.

There should be labels that are marked immutable. Thats it.
