pre-commit hook

I installed a pre-commit hook that should verify that the commit isn't
changing a tag. Unfortunately it doesn't seem to be running when I
perform a commit. I put an echo statement at the beginning of it and it
isn't being run. It is world readable and executable and called
pre-commit. Is there anything I'm missing.

Oh, I'm running against a local repository using the standard svn client.
