I don't really understand the original poster's objection. He seems to be
working against himself and then complaining that the tool doesn't support
his effort.

On the other hand, having a tags directory explicitly lock out changes
sounds like a good thing. You mention doing this with hooks? How is that
done? Is it straightforward?
