How to give read access for other group

Dear Subversion Support,
                                       After a long struggle, I configured subversion . I can able to access the repos through Windows domain user .
 
Take this is as example,
 
My Repos is /subversion/repos/Project1.
 
My Dir permission
Dwrxwrxwrx, - User =svnadmin , Group = svnusers Others = Default groups in Redhat Server.
I would like to give for other read only permission so that they can able to see the code but they should m\not able to edit the code or commit the code .
 
Is the any way to control using hooks script.
 
I am accessing the subversion repos through svn ssh .
 
Please help me
