OT: SVNManager on Windows

I know this is not strictly a Subversion topic, but at least it is
Subversion related...

Has anyone had any luck getting SVNManager to run on a Windows 2003 server ?

I am able to get SVNManager operating, but when I go to Repository
Admin->User Privileges I can only seem to give privileges on the root
directory in the repo.

Is there anyway to specify directories besides / ?

I am using Subversion 1.3.0

Any help would be appreciated.
