You were told wrong. The "special significance" is only a convention.
(Unless you are using a front-end that I don't know about that constrains things; I only know about the command-line interface.)

I have chosen to put a "releases" directory under "tags". This means that I could have tags of types other than releases, if I ever wanted to, and sticks to the convention which might avoid confusion. What you do is up to you.
