Separate commit message for each directory

Hi,
by default the command 'svn commit' commits all changes in a certain
directory and all subdirecotries. The corresponding commit message is
applied to all files in the current directory and all subdirectories. Is
it possible to configure svn in that way that log messages are only
applied to a single directory and that the user must enter a new log for
each subdirectory?
