Branches are just a convention. As far as Subversion is concerned, they
are directories like any other.

The convention is usually that each branch contains a full copy of the
trunk, but there's no need to enforce that. In many cases you could
copy only some of it, which I think is what you want. If not, hopefully
someone else will better understand your question!
