Bug or WAD in global-ignores?

I cannot seen to add a pattern containing spaces to the global-ignores entry
in the registry. It can be added as an entry in the svn:ignore property, but
I would rather it just be ignored, well, globally. I tried:

"Pocket PC 2003 *"
"Pocket PC 2003 (ARMV4)"
Pocket\ PC\ 2003\ *
Pocket\ PC\ 2003\ (ARMV4)

It seems that the global-ignores tokenizes on spaces and ignore enclosing
quotes (so the first entry above ACTUALLY ignores the files '"Pocket' 'PC'
'2003' and any file that ends in a '"').

Is there a work-around (well, besides setting it in the svn:ignore
property), and is this considered a bug or WAD (Working As Designed).

WinXP Pro SP2, svn 1.3.0 and TSVN 1.3.1 b5521, global-ignores set in
HKCU\Software\Tigris.org\Subversion\Config\miscellany.
