No, there is no registry setting for that: Microsoft don't believe home
users can be trusted not to lock themselves out of their systems.

The only ways to enable the security tab in XP home are to boot into safe
mode and login as administrator or to use the security configuration
manager (see http://www.dougknox.com/xp/tips/xp_home_sectab.htm).
