Install the SVN client software, or install/configure a repository?

If the former, you'll only need the cilent on any computers that are
going to do commits.

If the latter, why maintain two in the first place? Have one
repository, and work "offline" using the USB drive. Or, if you must
have multiple repositories, look at SVK - it's made for syncing
repositories, and is built on top of SVN.
